The Purchasing Guide provides an effective "how to" framework for contracting for products and services within Whitsunday Regional Council. Understanding and adhering to these guidelines is a requirement of all staff and Councillors and will assist Council to achieve efficient and effective purchasing outcomes.
Purchasing processes should be cost effective for both Council and suppliers. A well planned purchasing process will ensure that policies are followed, errors are avoided and a successful outcome is achieved.
A good relationship with suppliers, who are well informed of Council's needs through well- prepared specifications and contract documentation, removes the need for uncertainty and risk to be priced into Council's supply requirements.

Officers operating in compliance with the Procurement Policy have the authority of Council. Furthermore, the Purchasing Guide has been developed to provide detailed directions to staff and are to be adhered to as an extension of this policy.
Procurement is an essential function to advance the priorities and outcomes of Council and must be conducted in a manner that achieves value for money with probity and accountability. In doing so, Council must also meet legislative obligations under the Local Government Act 2009 and Local Government Regulation 2012.
Procurement Plan The 2015-16 Annual Procurement Plan prepares and plans for significant Council purchases over the next 12 months. The Annual Procurement Plan provides a comprehensive list of Council's planned purchases, with the aim of releasing this information to alert local suppliers to upcoming opportunities.
This plan ensures that Council's purchasing is accountable and transparent and most importantly supports our local businesses.
