Universal Equity and Access Policy - Download PDF (80 Kb)
The purpose of the Whitsunday Shire Universal Equity and Access Policy (WSUAP) is to highlight the Council’s recognition that it supports the rights of all people as set out in the Queensland Anti-Discrimination Act 1991 and the federal Disability Discrimination Act 1992. This acknowledges the right of equal access to all public services and facilities.
The council specifically recognises its legal responsibilities affecting its day-to-day operations regarding:
- Access to public premises
- The provision of services
- Employment
- The buying or disposal of land
- The provision of information.
The council has other statutory equitable access obligations with regard to the regulation of private development, which are identified in the relevant legislation.
Under those obligations, Council will ensure that all developments in the Whitsunday Shire provide equal access for all people within the framework of any legislation that applies from time to time. This includes the development and implementation of local regulatory instruments and policies, which mandate equal access for all people in building practice, as well as the enforcement of relevant building codes and standards.
In relation to services, the council will ensure that staff have adequate support and training to provide services and information accessible to all people and that contractors to council shall be required to deliver outcomes consistent with this policy.
In the area of infrastructure provision and maintenance, council will ensure its roads, footpaths, bridges and drains are designed and constructed to provide equal access for all people. Where major improvements of Council assets are to be undertaken, such improvements will be consistent with this policy.
Council, in its role as an employer, will ensure all applicants have equal access to advertised positions, interviews, equipment, office accommodation, staff training and promotion. To this end, all Council departments will provide equal access in their area of responsibility and will include the provision of equitable access in any review of the Council’s performance as a service provider.
To effectively provide equal access to all people Council recognises it will have to review its practices in all areas of its operations on an on-going basis.
